Dear Miss Amber,
Please refer to your letter of 18th Noveber, seeking approval for the items of supplementary expenditure set out in Hong Kong Schedule No.1. I now write to say that we can give our covering sanction to those items which we have not already approved.
You will, no doubt, have seen my letter to Palmer of 20th November in which I recorded Treasury concurrence in the form of Treasury control proposed in his letter of 7th September. I should perhaps have added there that our acceptance of the limits of supplementary expenditure which can be incurred without prior approval is on the understanding that no expenditure will be incurred within those limits representing the first instalment of a major new commitment which might entail a residual liability in future years in excess of the approved ceiling.
I take this opportunity of returning the copy of the Hong Kong loan Schedule sent to us by Mr. Palmer. Perhaps you would be good enough to pass it on to him with my thanks. We should be grateful if we could have a copy for retention if one becomes available.
